IOM Background
Established in 1951, International Organisation for Migration (IOM) is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. With 156 member states, a further 10 states holding observer status and offices in over 100 countries, IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Since 2007, when the IOM Liaison Office in China officially opened in Beijing, IOM has supported the government’s efforts through targeted technical assistance activities in the area of migration management. IOM Liaison Office in China has been working on ‘mixed migration’ and counter-trafficking activities since 2009, largely in the area of technical cooperation. IOM’s projects have aimed to strengthen government capacity to address ‘mixed migration’ flows, particularly relating to the identification and assistance of victims of trafficking. All activities are implemented in close cooperation with IOM’s key government partners including the Ministry of Foreign Affairs (MFA), Ministry of Public Security (MPS) and Ministry of Civil Affairs (MCA).
Roles and Responsibilities
Under the overall supervision of the Chief of Mission (CoM) in the People’s Republic of China (China), the consultant will be tasked with the planning, managing and monitoring project components, including counter-trafficking, capacity building (government) and research activities to be carried out in the office’s counter-trafficking programme.
The project consultant would be tasked with the following key roles and responsibilities:
1. Conduct background desk research so as to prepare relevant concept notes and agendas for project activities, including evaluating existing research, analysis of legislative frameworks and policies, as well as discussion with IOM HQ Technical Units to identify best regional and international practice;
2. Provide technical support to the implementation team with the preparation of the activities including: identification and coordination with international experts to participate in the activities; support with government liaison; and support with the management of the project budget.
3. Provide coordination support to the implementation team with project-related activities including all logistic arrangements for holding the activities for holding the activities, including flight bookings, hotel arrangements, car hire, and printing of materials, etc.;
4. Take the lead in drafting project quarterly/final reports (including feedback from evaluations from trainings/meetings) and regular updates to the donor, in coordination with the project finance/implementation team;
5. Based on background research on current developments in the migration and counter-trafficking field in China, draft the Terms of Reference for research publication (s); identify, recruit and liaise with the researcher (s); provide input into research report; and coordinate the final design and layout.
6. Take the lead in producing promotional materials (content development, design, printing etc.) for the project as required (press releases, fact sheet, etc.) , so as to raise the profile of IOM amongst Chinese partner Ministries and ensure donor recognition and interest in IOM’s activities under this project.
Required Skills and Experience
a) Completed advanced university degree from an accredited academic institution in Political or Social Sciences, International Development, Law or any other relevant field; tertiary studies in migration issues would be an asset;
b) Three years of professional experience (four years for candidates holding a first level university degree) in project management in the international development field, with a preferred focus on human trafficking, migration management or any related field, Experience in budget management is an advantage;
c) Experience in liaising with Government authorities, other national/international institutions and donors, preferably in China and/or the Asia-Pacific region;
d) Experience in migration management in China and the Asia-Pacific is an advantage, including project development and the design and implementation of capacity building and research activities.
Language requirement:
Excellent command of written and spoken English. Chinese written and spoken language skills are preferred.
